Synopsis

The major purpose of undertaking this study was to describe and analyze the causes of the prevailing contradictions in local government decision making, focusing specifically on land allocation in Dar es Salaam City authority. The contents of the study are based on the data obtained through interviews with officials of the Dar es Salaam City Council {DCC), Ministry of Lands, Housing and urban Development {MLHUD), Prime Minister' s Office (PMO) and the Association of Local Authorities in Tanzania
(ALAT) . Other data were collected from a wide range of documents and books from the libraries of Dar es Salaam University and Dar es Salaam University College of Lands.
